Hong Kong International Airport is one of the busiest cargo hubs in the world, so there’s almost always space out of HKG, though capacity gets limited in peak weeks and we book early because of it.
On a clean, well-documented booking, cargo may be delivered in as little as one day, and one to three days is typical. Customs clearance and the final delivery leg sit outside that window, so plan for both rather than counting only the flight.
Speed at the Hong Kong end means little if the cargo arrives in Manila with a weak declaration. That’s how shipments end up under a Warrant of Seizure and Detention, and it happens more often than people expect. So before your goods leave the tarmac, our customs compliance team checks every line item against Philippine valuation standards. The declaration is built to survive scrutiny, not just to get the plane loaded.

The risk with sea freight was never the ocean. It’s the reassessment. Manila’s port system doesn’t forgive sloppy manifest reconciliation, and quiet reassessment fees on an LCL consolidation can eat the cost advantage you shipped by sea to get.

Leaving Hong Kong
Hong Kong is a free port, but it isn’t a paperwork-free one. Exporters must be properly registered, and an accurate export declaration has to be lodged with the Hong Kong Customs and Excise Department within 14 days of shipment under the Import and Export (Registration) Regulations. Controlled goods need a licence from the Trade and Industry Department before they move. We handle this end for any cargo received at our Hong Kong facility.
Entering the Philippines
Imports clear under the Customs Modernization and Tariff Act, RA 10863. The Bureau of Customs routes shipments into selectivity lanes: green releases, yellow means a document review, and red means physical examination. Red is where days disappear, which is why accurate paperwork matters so much. Duties are assessed on HS tariff classification, and 12% VAT generally applies on the CIF value, meaning cost, insurance, and freight together. Shipments at or below the ₱10,000 FOB de minimis threshold may be exempt, though the exemption is aimed at low-value non-commercial goods and most commercial imports will not qualify.
The documents that keep cargo moving are usually a commercial invoice, packing list, clear product description, declared value, quantity and weight, country of origin, any import permits required, and the consignee’s details. When those match the boxes, clearance is routine. When they don’t, shipments stop.
Consider a simple case. You order 300 phone accessories, and your supplier writes “gift items” on the invoice to be helpful. It isn’t helpful. The description doesn’t match the goods, the valuation looks wrong, and the shipment gets pulled for examination. Nothing was smuggled. The paperwork just told a different story than the cargo did.

Prohibited, Restricted and High-Risk Items
Not everything can be shipped, and the port is an expensive place to learn that.
Hong Kong prohibits the export of firearms and drugs, and import licenses are required for certain controlled goods. On the Philippine side, certain items require additional permits from the relevant authorities before they can enter the country, and the Bureau of Customs publishes its own restricted and prohibited list. Airlines and shipping lines set their own restrictions on top of all that.
Firearms and other regulated goods should never be shipped without proper legal clearance. And nothing should ever be hidden, mislabeled, or under-declared to slip past a check. That shortcut is exactly what triggers the red lane, and in the worst cases, seizure.
So send us a complete item list before anything ships. If something needs a closer look, we’d much rather find it now than at the port.

For high-value or fragile goods, cover is worth a conversation. Cargo insurance may be available depending on the shipment and the coverage terms. It isn’t a blanket promise against every possible issue, and we won’t pretend otherwise.
